Qumar Ul Zaman Choudhary was born in Jammu & Kashmir and completed his schooling locally. Afterward, he pursued a Bachelor of Engineering in Civil Engineering from the National Institute of Technology (NIT), Srinagar. Later, he focused on administrative preparation, successfully clearing the UPSC Civil Services Examination in 2014 with an All India Rank of 751. Before his posting in Bharatpur, he also served as District Magistrate of Dausa and held key urban management roles in Udaipur.
