Qumar Ul Zaman Choudhary was born in Jammu & Kashmir and completed his schooling locally. Afterward, he pursued a Bachelor of Engineering in Civil Engineering from the National Institute of Technology (NIT), Srinagar. Later, he focused on administrative preparation, successfully clearing the UPSC Civil Services Examination in 2014 with an All India Rank of 751. His academic journey equipped him with technical knowledge, analytical thinking, and problem-solving skills. Moreover, his discipline and dedication during early years laid a strong foundation for a career in public service.

Civil Services Journey

Initially, Choudhary joined the Indian Administrative Service in 2014, Rajasthan cadre. Over the years, he gained experience in various government departments and leadership roles. His previous assignments included Joint Secretary in the Public Health Engineering Department, Mission Director of Jal Jeevan Mission, Commissioner of Jodhpur Development Authority, and CEO of Udaipur Smart City Limited. These positions allowed him to implement development projects efficiently and address citizen grievances effectively. Furthermore, his persistence and integrity during these assignments built his reputation as a committed administrator.

Career Path

Before his posting in Bharatpur, he also served as District Magistrate of Dausa and held key urban management roles in Udaipur. During these tenures, government schemes for infrastructure, sanitation, water supply, and public welfare were executed successfully. Additionally, citizens observed his proactive approach in handling emergencies and public grievances. Finally, in June 2025, he was appointed as District Collector and District Magistrate of Bharatpur.
